realised that the reason why i can't access any blogs is due to some things that Singnet did, so it only affects Singnet users. anyhow, to rectify this problem, simply follow the steps below.

in Internet Explorer, click on "Tools" --> "Internet Options"
select the "Connection" tab --> "Settings"
check on the "Proxy" radio button --> type in "proxy.singnet.com.sg" in the first box and "8080" in the box next to it.

that should solve the problem of being redirected back to Blogger's homepage each time you try to access a blog.
